New facilities must reach a PUE of 1.2 within two years of commissioning, starting in July 2026.<\/li>\n<li>Frankfurt am Main  &#8211;  the largest data center hub in Europe  &#8211;  now consumes more electricity than Frankfurt Airport itself, making it a testbed for waste-heat reuse.<\/li>\n<li>Pilot projects in Frankfurt, D\u00fcsseldorf, and Hamburg feed data center waste heat into municipal district heating networks, supplying thousands of households.<\/li>\n<li>Liquid cooling and immersion cooling cut cooling energy consumption by up to 40 percent while enabling higher compute density per square meter  &#8211;  a development reshaping automated cloud operations.<\/li>\n<li>Bitkom estimates German data centers can reach 100 percent renewable electricity by 2030  &#8211;  if grid expansion and electricity pricing align.<\/li>\n<\/ul>\n<p>German data centers consume roughly 20 billion kilowatt-hours of electricity annually  &#8211;  about three percent of Germany\u2019s total electricity use  &#8211;  with an upward trend driven by <a href=\"https:\/\/www.cloudmagazin.com\/en\/2025\/11\/20\/ai-infrastructure-made-in-germany-gpu-clusters-sovereign-ai-and-the-european-pat\/\">AI workloads<\/a>, <a href=\"https:\/\/www.cloudmagazin.com\/en\/2025\/12\/05\/hybrid-cloud-as-a-growth-driver-why-mid-sized-companies-are-adopting-multi-cloud\/\">cloud migration<\/a>, and growing data volumes. At the same time, lawmakers have introduced the Energy Efficiency Act (EnEfG), establishing a regulatory framework that compels measurable progress across the sector.<\/p>\n<h2>The Energy Efficiency Act: What It Requires<\/h2>\n<p>The EnEfG, effective since November 2023, is Germany\u2019s first law explicitly targeting data centers. Its core requirements:<\/p>\n<p>Existing data centers must achieve a PUE of 1.5 by July 2027 and 1.3 by 2030. New facilities commissioned from July 2026 onward must reach a PUE of 1.2 within two years of going live. For context: According to the Borderstep Institute, the current average PUE of German data centers stands at approximately 1.46  &#8211;  meaning significant action is urgently needed.<\/p>\n<p>In addition, operators must implement an energy management system certified to ISO 50001 or EMAS starting in 2025. From 2026, new data centers must make at least 10 percent of their waste heat usable; this rises to 15 percent from 2027 onward.<\/p>\n<p>Lawmakers have thus set unambiguous guardrails. In Frankfurt, Mainova and data center operator Telehouse jointly operate a pilot project that feeds waste heat from a data center in the Gallus district into the city\u2019s district heating network  &#8211;  supplying around 1,300 residential units. Frankfurt plans to roll out this model to additional locations.<\/p>\n<p>In North Frisia, Windcloud powers its data center directly with wind-generated electricity and channels the resulting waste heat to local consumers.<\/p>\n<p>These initiatives demonstrate that data center waste heat is not a theoretical possibility  &#8211;  it\u2019s already being deployed industrially. The bottleneck lies less in technology than in municipal infrastructure: district heating networks need expansion, off-take guarantees require negotiation, and permitting procedures must be accelerated.<\/p>\n<h2>Rethinking Cooling: Liquid and Immersion Cooling<\/h2>\n<p>Conventional air cooling has hit both physical and economic limits. Modern GPU servers for AI training generate thermal densities exceeding 50 kW per rack. This slashes cooling energy consumption by 30-40 percent, as liquids transfer heat roughly 3,000 times more efficiently than air. Simultaneously, waste heat can be extracted at higher temperatures  &#8211;  making integration into district heating networks simpler and more economical.<\/p>\n<p>Immersion cooling goes one step further: entire servers are submerged in dielectric fluid. Dresden-based Cloud&#038;Heat Technologies ranks among Europe\u2019s pioneers of this approach. Their systems achieve a PUE below 1.05  &#8211;  nearing the physical optimum.<\/p>\n<p>Currently, fewer than 25 percent of new data centers deploy liquid cooling. Gartner forecasts this figure will rise to 90 percent by 2030. For German operators bound by the EnEfG, the technology is shifting from a \u201cnice-to-have\u201d to a strategic necessity.<\/p>\n<h2>The Path to 100 Percent Renewables<\/h2>\n<p>Beyond efficiency, the source of energy is equally critical. According to Bitkom, over 60 percent of German data centers already procure green power  &#8211;  though often via certificates that do not guarantee a direct link between consumption and generation.<\/p>\n<p>The industry is therefore increasingly turning to Power Purchase Agreements (PPAs) and on-site generation. Frankfurt-based operator Equinix has signed PPAs for 225 MW of wind and solar power across Europe. Microsoft is investing in a Bavarian solar park designed to supply its Azure data center in Munich-East.<\/p>\n<p>For SMEs, such large-scale projects are rarely feasible. Community PPAs and energy cooperatives offer an alternative: multiple smaller data centers pool their demand and jointly sign long-term supply contracts with renewable generators.<\/p>\n<p>Germany\u2019s Federal Ministry for Economic Affairs and Climate Action (BMWK) has announced, as part of its Energy Efficiency Strategy, plans to improve the regulatory environment for data centers with on-site generation  &#8211;  including simplified permitting for rooftop solar installations and tax incentives for direct power supply agreements.<\/p>\n<h2>Frequently Asked Questions<\/h2>\n<details style=\"border-bottom: 1px solid #e0e0e0; padding: 10px 0;\">\n<summary style=\"cursor: pointer; font-size: 15px;\"><strong>What does PUE mean  &#8211;  and what\u2019s a good value?<\/strong><\/summary>\n<p style=\"margin: 8px 0 4px 8px; color: #555;\">PUE (Power Usage Effectiveness) measures the ratio of total facility energy to IT equipment energy.
