Once three people trigger the same run, a file becomes an operational concern: Who can destroy resources? Who sees variables containing cloud keys? Who explains afterwards why staging crossed into the production VPC? Many teams initially answer this with a bucket as a remote backend. That handles locking. Approval remains unresolved. The apply stays wherever the CLI starts. The audit trail remains a commit message, if someone writes one.

HCP Terraform is HashiCorp’s answer. Known as Terraform Cloud until 22 April 2024, the service executes plans and applies on ephemeral worker machines, stores state encrypted and connects runs to a version control system. Small teams connect their repository, variables and remote state without a licence while the organization stays below 500 managed resources. More resources, tiered team permissions and stricter controls require paid editions. The Standard tier adds audit logging, continuous validation and automatic drift detection. Teams wanting the same setup in their own data center can use Terraform Enterprise.

This shifts control. The laptop merely triggers the run or generates a speculative plan. The authoritative run takes place in the HashiCorp Cloud Platform, which means IBM. A workspace connected to version control starts a plan for every relevant commit. Only users with the required organizational permissions can approve it. That is the product. The plan output is incidental. The apply environment records who approved each run. Buying this convenience also means accepting the contract, region and key policy. Teams unwilling to do so stay with open-source Terraform and their own backend, along with all the maintenance HCP is designed to remove.

Stacks bridge the gap between workspaces

Workspaces contain the damage: one root module, one state, one team. That helps until the network, cluster and application occupy separate workspaces and nobody can explain their dependencies without a wiki. The platform team then copies the same modules into development, staging and production, maintaining the connections manually.

Stacks close precisely this gap. At HashiConf 2025, HashiCorp made them generally available for new plans billed by managed resources, promising stable interfaces. A Stack configuration describes which modules belong together and which environments repeat them. A change to the shared configuration rolls out to all, some or none of those deployments. Default groups for this are available in all plans. Custom groups with automatic approval, for example when a plan deletes nothing, remain exclusive to Premium.

A familiar problem is a Kubernetes cluster whose Terraform plan cannot be completed because names and endpoints exist only after the first apply. Stacks allow a partial plan instead of a failure. That makes them a layer above modules rather than a prettier workspace list. Teams maintaining twenty root modules across three accounts see the benefit in their dependencies: a network module change rolls out to dependent deployments in a controlled way, without anyone manually updating import blocks.

Features still being tested on the same stage have no place in the production schedule. Bulk search for imports, actions for ongoing operations and the MCP server for AI assistants arrived in beta. Hold Your Own Key became generally available in summer 2025 in the Premium tier: sensitive HCP Terraform data can be encrypted with a key held by the organization itself. This gives teams a way to accept the apply location while retaining control over plaintext access. Stacks also run through self-hosted agents when private networks must remain inaccessible to cloud workers. This does not change where the apply is controlled: HCP remains in charge, while execution moves to the edge.

Data residency stops at sign-in

The global instance stores customer data in the United States. It offers no choice of another country. On 30 September 2025, HashiCorp therefore made a separate Europe region generally available. Its services run in a European data center, independently of the global locations. Terraform files, modules and directories reside there. The portal has its own address, with runs at app.eu.terraform.io.

The Trust Center draws sharper distinctions between categories than the marketing claim does. HashiCorp stores Terraform state, environment variables and Sentinel policies in Europe. Account data, recovery codes, SSH keys and OAuth tokens go to the US because sign-in, administration and billing are centralized. Logs stay in Europe but may be accessed or transferred for operations and security. Usage metrics, support cases and data subject rights requests run through the US. Residency here means the state file stays. The business relationship does not.

The cost of this split is organizational as well as legal. Existing global organizations cannot migrate across. A new account and organization are required, even with the same email address. Europe has no Terraform teams; permissions reside in HCP groups. Flex and usage-based billing are unavailable, and plan changes go through sales. ServiceNow integration and the Kubernetes operator are absent, as are the migration tool, public registry namespaces and HashiCorp service accounts for the Terraform API. Vault Dedicated, Packer, Boundary and Vault Radar are not included in the Europe product matrix. Billing is separate, even if a payment method is already stored globally. Trials and contracts are available; usage-based billing is not. An organization can have at most 100 projects and can only be deleted through support. Teams wanting state and secrets in the same geography will find only half the platform in HCP Europe.

Three paths, one honest choice

The first path remains open-source Terraform plus a self-managed backend. State and locking reside in the team’s own account, with applies in its own pipeline. Stacks are unavailable as a service, as are ready-made policy and drift capabilities. In return, the state file stays where an existing contract already applies.

The second path is global HCP Terraform. Stacks are production-ready here, the integration set is the most complete, Hold Your Own Key is available and Vault Dedicated sits within the same platform. State resides in the US. Teams able to justify this in their data protection impact assessment are buying the shortest route to governance.

The third path is HCP Europe. It makes sense when EU residency for the state file justifies the purchase and the team accepts the split: a new account, separate billing, no Vault Dedicated, no teams and no usage-based billing. An existing global organization offers no migration shortcut. Teams wanting both the full platform and European residency for everything end up running Terraform Enterprise themselves or explicitly declining parts of the cloud suite.

The practical choice is therefore narrow. If EU state residency is the reason, start afresh with HCP Europe and build the split into operations. If Vault, Packer and the full integration set are the reason, stay global or self-host. If IBM must have no visibility into the apply path, keep the self-managed backend. Everything in between creates two organizations, two bills and the same dispute the move was meant to avoid. The test comes at nine on Monday morning: does the team actually open the Europe portal, or habitually trigger another run in the global instance because the modules are already there?

Frequently asked questions

<details>

How does HCP Terraform differ from running Terraform locally?

Locally, plan and apply execute wherever the CLI starts.
